I think it'd be more fitting of an HT Item to just plain give SDL. Upgrading, while certainly HT, still only applies to a handful of units. Besides we have HT Items that give Aura Barrier and Nendou Field.

Super Robot Spirit Effects vary based on pilot class. * Mazinger Pilot: Unit gains Mazin Power. * Grendizer Pilot: Unit gains Gren Power. * Getter Pilot: Unit gains Getter Vision (if it does not already have Getter Vision, Shin Mach Special, etc.)
Tier: Super Roboto Spirit! Cost: Super Roboto Spirit!

Anyone being able to use Repair in any mech would be rather abusive. The item might as read "Any turn during which you forfeit your attack phase, you gain 25% HP Regen."
Repair Module
Function:
Equiped unit gains Repair
Can not be equipped on units which already have Repair. Repair ability granted by this item cannot be used on yourself.
Type: Installable; Mid-Tier?
This lets you be a repair mech without cheesing out one on one fights.

I'd probably flip some stuff in the above posts: Blaine's items would be mid-tier and the repair/resupply modules would be high-tier.

Y'know, I'm sure this has been asked before, but why are you able to even Repair yourself anyway? Can't be done in SRW. I'm of the opinion that this is something that needs changing across the board.

If I remember correctly, Repair units could repair themselves in Alpha 2, I'm guessing the basis might be from there.
