You don't seem to be allowing for the case that someone has a character now they may not actually be using that they do plan to use later. They just haven't came to the proper point yet. Unless you're refering to people just plain using them wrong.

If that was the case then they could swap one of the characters they weren't using anymore that was in their 25(arbitary number) for the one they now wanted to use..

You know, the only problem is, I have a TON of ARC characters, and I don't mind sharing them. I'd rather not lose them. I guess so long as I can still use them, i'd be ok, but I'd rather have a plan that force others to share rather than restrict the amout of characters you can have.

Except said person may be using all the others? Or by releasing the currently unneeded characters, may jepordize their accessability for when they're needed again? It's certainly going to mess things over if suddenly the important character I need now is unclaimable because I was forced to let him go to use someone else.
